RPC was very busy in 2018 and 2019 preparing Certificate of Need (“CON”) applications and presenting expert testimony in public hearings and administrative appeals.  We worked on a wide range of projects in multiple states. Final decisions on some projects are pending. Here are some highlights of our CON team’s recent work:

  • Gave expert testimony in Alabama for a physician group to convert a single-specialty ambulatory surgery center (“ASC”) to multi-specialty
  • Prepared an approved CON application for a physician group for a single-specialty ASC in North Carolina.
  • Prepared an approved application for a comprehensive medical rehabilitation unit for a major health system in North Carolina.
  • Prepared approved applications for addition of acute care beds and operating rooms for a major healthcare system in North Carolina.
  • Prepared an approved application for a new hospice service in Florida for a national hospice provider.
  • Prepared an application and gave expert testimony for a new rehabilitation hospital for a national rehabilitation provider in Georgia.
  • Assisted a continuing care retirement community in converting skilled nursing beds to assisted living memory care beds in the District of Columbia.
  • Prepared pre-application market studies for providers of dialysis and home health services in several states
  • Gave expert testimony opposing a proposed freestanding emergency department in Tennessee

RPC’s CON team includes experienced health planners, and financial analysts. We have the IT expertise to work with large client data bases and with federal and state public use data files. We have experience in most CON states and have managed multiple projects in multiple states simultaneously.
